Is it a pet peeve? I don’t know

Just been thinking about the phrase “on the loose” lately. Where did such a phrase come from? It’s an obligatory newscaster phrase – when a suspect is not yet apprehended they are “on the loose”.  All it means is that they’re loose, not yet in custody.

One of those things we say without really thinking about. Sounds to me like a refugee from 30’s  gangster movie lingo that just never died.
